#3889 Cannot submit tags w/ non-ascii chars

When a tag is submitted that contains characters other than, say, [A-Za-z0-9], the tagging system helpfully strips them out. I can see wanting to strip out 'junk' tags, but I think people should be able to tag stories in their native language -- things like sécurité, 東京, etc.
