#3367 Wait increases even commenting in journal.

I haven't taken a look at the slashcode since you
removed the label telling you there's a 2 minute wait
and making it generic, and I haven't found a pattern to
it, but I have excellent karma and sometimes I have to
wait 5 or 10 minutes to post replies to questions IN MY
OWN JOURNAL. Is there a way you can remove the
incrementing wait on comments made in the users
journal? I'd like to see no wait in my own journal,
but I'd settly for not having to wait 5 minutes between
posts. This happens to me in every journal of mine,
using Firefox, mozilla, IE, etc. on multiple OSs. This
is probably part "feature request" but I consider it a
side effect of the last change and it's preventing me
from using my journals like I want to and I'm a
subscriber, so I think it should get some attention.

    Actually this is a good point, if you are posting logged-in and not anon to a
    discussion whose uid is your uid, we should skip the time limit test.

    I would add this suggestion: that if the journal'd owner has you marked as
    a friend, then there should be no time limit to post in their journal either.

    Pudge, when you do reskeys for comments, keep this in mind for the time-
