#3205 Tag/remove nexus topics in popup lists

Here, I'm not sure whether we really want nexuses to be available
in the topic list, since they already appear in the section menu:

What we need to do is either remove nexus topics from those
popup lists, or tag them with a preceding "*" or something.
Personally I vote for removing them.

This caused confusion on NewsForge.com because of duplicate
topics and the resulting waste of effort.

I'd REALLY like to sit down and re-think teh whole
submissions interface. We have 2 problems:

1. the section/topic selection process is tied to the 'Old'
model.
2. Sectional Data Types (ISBN codes, Poll Options etc)
should be solicited and respected.

I think this is a great project, and sorta had it slated for
Tim since he's worked quite a bit with it already on ITMJPG.
