#2952 next/prev links missing

The previous and next article links that were between
the summary and the Threshold: (and other) dropdowns
are missing. You cannot move to the next and previous
articles without going to the main or search pages. The
links previously only disappeared if you changed the
Threshold.

CmdrTaco - what I'm going to have to do is add the stoid's of the next
and prev stories into the story_param table. This is a bit of a pain
because the algorithm for deciding when to change those is rather hairy.
So this isn't a real quick thing to fix. I'll try to get on this once the larger
issues (like performance) are resolved.

Toolbar)
