Initial Comment:
Support for new cmode/umodes from asuka/boxen ircu:
New Channel Modes:
- c : no color
- C : no Channel CTCP's
- O : Oper's Only
- z : SSL Clients only
- M : MSG's/NOTICE's from logged in clients only
- u : hide user generated quit messages
- D: DELAYED Join (unsure whether to include this as 
yet)

New User Modes:
- k : Oper/services only mode. cant be 
kicked/kill'd/deop'd

- H : Oper mode - see who /whois's you.
- X : XtraOp - can kill +k users (not services)
- I : Opermode - hides idletime on whois
- R : can only be msg'd / notice'd by logged in users
- a : Administrator, this can only be set as an O:line flag


Intention: enable GNUWorld to recognise the extra 
channel modes internally so they can be used with 
CLEARMODE and SET #channel MODE

maybe also get it to recognise the user mode's, but as it 
doesnt make much difference to their use, maybe not.
