#4 --install prints install message

Using the --install option with sis-installer.pl prints
the install information message. This is confusing,
because the install has been performed already and may
make an unexperiences SIS user perform a second
unecessary install. If the install option is given then
don't print the install instructions message. Only
print this message with the --download option.
