Here are the steps to f follow:
- yes, read the CVS doc in sourceforge
- first import the simple toolbox into CVS and lets test it=20
('Simple' is a dummy scilab toolbox whose file
structure is similar to SIP)

- after we approve that, you can move on put the code from the
following sip-devel release into CVS (sip-dev-0.4.0-rc2-alpha3):
