Dear Hadi,

We are in need of contributors for making a good windows distribution for SIP.
Currently we support the linux version very well. So you have the
following alternatives:

1) Use Linux
2) Contribute with a new windows version - some people are working on
this in our community by switching the build system to CMake, which
should make things compile well in Windows
3) Use another variant / fork of SIP such as sivp to get at least some
basic functionality going.
