You need a commandline application to grab images from the video cammera.
Then you call it from scilab using unix_g.

I don't use Windows, but under Linux a friend called Jocelyn Druel
uses xawtv for this: http://bytesex.org/xawtv/

BTW, Scilab and SIP are much better under Linux than under Windows.
