[SIP-devel] libsip.dll has been build and works!

Hi,all

    I'm very very excited to announce the Windows port libsip.dll has 
just been build. I load it in Scilab and test the function of imread() 
and imfinfo(), it works! I think all the other functions will work fine, 
I'll test them tomorrow:-)

    I'll continue to work on the port. The next step I plan to do is to 
build a binary installer as soon as possible to share the joy with you:-)
