[SIP-devel] Animal 0.13.0 released

Animal is An IMAging Library for C, the scilab-independent core of
SIP.  In this release, we **eliminated the dependence on the Gandalf
library**. It was too difficult to build/install and because we
started merging it into animal.

NOTE: this new version can be used ONLY with SIP versions more recent
than today's development version.
