[SIP-devel] XML and HTML help files - again

	Hello guys,

	I changed the parser.pl file to improve some features. The SEE ALSO 
keeps with problems. I'll study XML to try to correct.
	The Descripiton are improved, now with more than one paragraph. And the 
invalid caracters were changed to valid. (Not completely, one error I 
must look more deeply).
	This set are based on SIP 0.3.0 bin help files.
