[SIP-devel] SIP for windows - a temporary solution

Hi,

sip-0.1.1-win5 has just been released. It is the previous SIP
version, but it now works under Windows with both Scilab 2.6 and 2.7.
It still needs ImageMagick 5.4.3 to be installed.

This version doesn't have any of the new features in SIP 0.2.0, but
at least it has the image I/O routines, which are the most essential.

I hope this will do for windows users until we can finish the port of
the new version this system.
