#145 Constant CAPS through SIPP

I was doing testing of our application for calls per second regulation. during our testing what we observed that Sipp is not sending the constant caps.

What we are doing we are regulating 100 CAPS in out service,when we are sending the 85 CAPS using Sipp then i have observed that. some time sipp is sending 69 calls on particular second and next second it sending the 101 calls. that's why our application is blocking the 101th call of the particular second.

Is there any way to send the constant pace message through sipp?
