Well, in the sipdht2 tree there's a simulator which may help you to
setup virtually any testing scenario.  However, even if it "visually"
tells you when the overlay is stable, so far there's no automated means
to detect it.

At http://sipdht.sf.net/sipdht2/ there's a short description of what
sipdht2 is.  Basically, main advantages are complete specifications,
data replication, NAT traversal support, a visual simulator and a fancy
GUI.  Plus it is the version under development and the only one you may
find some support for.
