watchdog

The watchdog is a component in charge to control and maintain the good functionnement of the system.
a configuration file [watchdog.cfg] contain the name of each component that add to be checked. With the name, there is also the duration of the timer and the number of try.
If no message are received and the number of try reached then a special message is sent to the core. If it is the core system then the send a warning and restart.
