Hi all

  In addition to my previous message about small number of flags, I propose
that flags not to be just on the field, even in uppoer Z Dimentions. In this
case number of flags will be lowered, without losing the enough accuracy.

  Consider the agent has fallen with a restricted vision, and his head is
towards the sky, or the field. No difference it makes, He can not localize,
because he sees no flags at all.
