[simspark-devel] location the resource and configure files

Hi all,

I tried to install the current svn version simspark in my laptop,
but I faced a problem due to the separated packages,
the FileServer::LocateResource function can not search file in both
'simspark' and 'rcssserver3d' directory.
I have to copy all the files together... I hope someone can fix this.
