Dear Ravil, In the 3D simulation league it is not obligatory for teams to release their source code. There has been some discussion about this throughout the years, but it hasn't been decided to make it a rule to have all sources released. However, it is highly encouraged for teams to do this and some have released (part of) their sources. See [1], [2] and [3] for instance. If you want to be kept informed on releases (or want to discuss the rules on this subject), keep an eye on the community mailing list [4]. This list is for discussion with/amongst of the developers of the simulation server (the Maintenance Committee (MC)).
