#1 Select encoding

Sorry for my english... my engl is very poor...
I not found anything abount encoding in simplirc...
It's needed stuff!

And it will look good with *per channel* encoding
instead *per server*...

I think I'm not lonely in this...
I need to talk on japanese (two different encoding) and
russian on same server and i think 3 separate
connections to one server with 3 different stream
encodings is not good at all... :)
