You don't have to install the Xfce desktop environment in order to install the xfce4-panel and it's widgits. I am not running Simplicty but it uses the LXDE Desktop Environment which uses Openbox as it's window manager, which I use with a number of distros along with the xfce4-panel, including the weather plugin.
Use whatever package manager Simplicity provides to install what you want and take the lxpanel out of the autoinstall configuration or use xkill lxpanel to close it. You will then have to include the xfce4-panel in your autoinstall config file or load it manually by typing xfce4-panel in a terminal or using gexec to load it, so it won't close when the terminal closes.

Is it possible to install the XFCE desktop? I like its panel much better than the one Simplicity is using right now.
If not, is there a weather applet I can install on the existing Simplicity panel?
