This is just history.

SimpleTest is one of the oldest unit testing frameworks around and goes
back to befor ethis behaviour was standard. It also predates exception
support in PHP.

Throwing exceptions is one of the changes that will be happening after
the interim 1.1 release, along with other changes to the mechanics.
