#69 blinking icon to online notify
I wanted that sim-icq had a option to alert when a user
is online in a way similar to icq:
When a user in your contact list gets online, a icon
blinks in the taksbar indicating someone got online. If
you place your mouse over it, a small tooltip is shown,
saying "user XXX is online".
This way I think is the best one I ever saw.
