#1131 crash on startup win98se

Hi,

i am using sim-0.9.3-win32.exe on a windows 98 system
since a couple of days SIM crashes on startup

it worked fine for several weeks, a friend of mine with a
similar system experiences the same problem.

a re-install did not help.

latest and tell us if the bug still exist
