currently the directory is only updated by downloading all descriptors at once and parsing them all.
this takes to much time.

a faster aproach would be to split the work of downloading the router information into chunks and download the chunks and updating the directory partially.

the initial circuits could already start beeing created while the rest of the directory will be updated.
