#9 Screwy utterance menu

The menu to choose an utterance is often too long to fit onscreen,
and also often appears *above* the menubar, making selection
odd.

In general, GUI functions will appear first as menu items for
simplicity, and may end up moving or being redundantly added to
other GUI components (e.g. toolbars, dialogs, etc). In this case a
dialog like the Utterance Index of SS2 is needed.
