This feature would remove from the database any shouts
which have scrolled off the shoutbox. It could be
invoked every time the shoutbox is displayed, or it
could only be invoked the first time the shoutbox is
called in a given 24 hour span.

Better to invoke it on adding a new shout rather than every
time the SB is displayed.
