#5 Emoticons and Badwords engine

A script to replace strings outside of html tags with
other text, ie replace :) with an image, and replace
swear words with [censored] or something.

Also, this will need to be tied together with the
administration panel so admins can add/edit/remove
emoticons and badwords.
