I'm not sure about this. A URL might contain htp:/, which
isn't http://. I think URLs that don't match a certain set
(e.g. http://;ftp://;https://\) should be rejected and given
back to the shouter.

Hmm, so, check if there's a colon :, and if not, tack a
http:// in front. If so, but it isn't in the admin's list of
valid qualifiers, reject shout.
