#9 Shob configuration

So far, Shob is not very configurable. The only
user-provided information we use is the minimum
necessary for operation, which is the listening ports
and name server location. We need to provide means for
easy and fast configuration of various parameters, from
Storage mechanisms to ping intervals and such.

My first idea is to create a class like ShobConfig and
make it externally accessible through properties (in a
file or System Properties or both).
