register.php not loading despite open settings

#5 register.php not loading despite open settings
Site is up and running on my domain. However, register.php will not load. It loads a blank page.... I checked the reg status in the admin and the value on my sql server and it should be working.... It does not even load when its diabled to signify the message. I checked permissions of the files (755) etc......
Any Suggestions?
