yes, you can post just about all bugs to gnome's bugzilla, as long as
you're careful to specifically make it as a win32 bug and that it's
not something obviously-not-evolution-related, like my installer not
autodetecting your system language and using that to show you the
installations steps.
unfortunately i cant sit down and type up a step by step for just
about anything right now.  i'm working like a dog trying to open my
own business...and if any of you have done that before, you know how
crazy it is.  i love open source and *will* continue to work on things
once my life calms down a bit, but for now i'm afraid i have to take a
hopefully very short break from things.  i havent even been able to
keep up on emails from mother, which is never a good thing ;)  i'll be
around
