#70 Wallpaper Config - Color blending effects aren't displayed

Requires two monitors
Open SharpCenter
Select Themes->Edit->Wallpaper
Select Color tab
Make sure 'Apply Color Blending Effects' is enabled for all monitors (by default they are checked)
Uncheck 'Apply color blending effects'
Note the HSL color adjustment controls are removed
Switch monitors
Note the HSL controls do not come back with the Apply effects enabled on the other monitor

When switching monitors, the visibility of the HSL controls needs to respect the value of the Apply effects checkbox.
