whenever auto-query is on, regardless of state (any|outgoing|incoming), an incoming action will trip it.

    (1) turn on auto-query, to any setting (even one that does not
    include incoming messages).
    (2) have someone send you a private action (e.g. by /me in a query
    on their side).
    (3) a query opens automatically on your side.
