When the shortcuts dialog is shown, the input line
should probably be hidden.

    The shortcuts dialog isn't modal anymore, so the inputline
    would need to show/hide corresponding to the active state of
    the shortcuts window.

    It would not make sense to make the shortcuts window a sheet.

    Currently, the nib-ified Shortcuts dialog shows at a window
    layer below the Inputline. We need a way to hide and show
    the Inputline based on whether the Shortcuts dialog is
    frontmost or not (it is no longer "modal"). This is probably
    just a case of responding to the right Carbon Events.
