Initial Comment:
Change the "form" links 

http://site/action.php?topic=PageName&web=WebName

to "standard" wiki links:

http://site/action/WebName/PageName

This will help standardize linking and help bookmarks 
survive between wiki technologies (say if the site 
migrates between the current php wiki to a java wiki).
