#1 Add interface to Quick Release System

Many users cannot interact with the File Release System
in any form because it requires an FTP upload, which
many corporate firewalls prevent.

The Quick Release System, while not nearly as feature-
laden, does allow one to upload a single file as part of a
file release via HTTP. SourceForge Utilities should
provide a programmatic interface to this system.
