#2 (Trivial) FileSpecification should NOT have a release date

The SourceForge Guide to the File Release System says
that you should always make sure that each file in your
file release has the same release date as the file release
itself. We could remove this extra release date attribute
from FileSpecification and just make sure that the
FileRelease's release date is used in all cases.

Jury's out a bit on this one; it's possible that someone
might want to add to an existing file release later and
make it look like the new file in the file release was
released along with all its brothers and sisters....
