#5 Implementation of Local Selection

As we (Ryan and I) discussed last summer, it would be great to have a way to simulate local selection.

In terms of user interface, something like the following would do the trick I think

  -E (--environment) [L <locus>] [args]

, where [args] is an array of factors of length equal to the number of populations by which a given selection coefficient (drawn from the distribution indicated with the flag -W) is multiplied.
