Check out the following: http://www.vasl.org/ Apparently, the author of this software is working on modifying the code to create the VASL Engine. The end result would be an extensible online wargame engine. I'm not sure how far along they are, or how the license would work out, but I don't think they have plans for releasing the source for the engine. They would probably just publish the spec for creating modules. Also, check this out: http://www.vasl.org/DVOL this appears to be the first game that is being done with the modified engine. As a matter of fact, from what I understand, DVOL is the first game being made this way and a lot of what is being done to extend VASL to develop DVOL is going back into the VASL codebase. I've looked at the alpha client and it looks very promising. This is actually where I see us being able to take this project.
