#650 HKCU\Options override with HKLM\Options WriteZoneIdExtract

Dear Igor, we often have the wish to set parameters, which the user should not modify, like WriteZoneIdExtract. So if there is an mirror position in the registry at HKLM these could fix it as an default. (like an policy ;-)

Maybe we need some feature like that.
But it will require new code for many places in 7-Zip.
