I am attempting to reach 7-zip.org but my connection is timing out. I am using an SCCM addin to publish updates for 7-zip and I'm not able to set a different download location. I can connect from one VLAN but not the other. I confirmed that it is not being blocked by the firewall or web filter. Could my server VLAN IP address be blocked from 7-zip's end?

rkn.gov.ru has block list for big ip ranges, and it includes ip of 7-zip.org. And some internet providers follow that block list.
