#1692 Feature ".7zignore" 100% functional

Hello.

A few years ago I suggested implementing a feature, in the style of GitHub's .ignore, called .7zignore.

This feature would be used to automate backup routines, using 7-zip.

As I still haven't received any feedback, I decided to implement it myself, on my own.

The routine is 100% functional, according to the demonstration video in the attached file.

I used the sources from version 26.01 as a base, so it is very recent.

So that I don't have to redo this entire process, when I update the next version, I am submitting to you the sources of the patch with the implementation of this feature.

I would be very grateful if you could incorporate it into the project officially, feel free to use the code.
