#1638 Consider using zlib-ng for deflate/inflate

I've been testing 7-zip against deflate-encoded ZIP files, and the above zlib implementation is pretty darn quick comparatively. A ZIP archive that takes 7-zip and WinRAR both 30 seconds to test on my system, runs in under 19 seconds using that library (different ZIP library, but it spends 99% of its time in inflate).
The .NET runtime team recently has incorporated zlib-ng into their codebase, and their System.IO.Compression ZipFile implementation is now using it -- which is where I got the 19 seconds from.
