#1006 Add parchive / par2 features

It would be nice if 7-zip could handle (create/repair) parity files.
It can be used to perform data verification, and allows recovery when data is lost or corrupted.

The code itself is open source :-)

I totally support this, but I recommend using the phpar2 sourcecode, because it is a lot faster than vanilla parchive!
