Looking at the list of supported Interface Languages, I don't see Russian listed there.
I find that surprising, since Igor Pavlov is apparently Russian.

Is there a reason why the last iteration of WinRar 6.22 x64 includes a 23.00 7zxa.dll whose checksum and size is different from the official one? Should I stay on the safe side and replace with the "good" one?

I have no idea, When i check properties file "7zxa.dll", it has digital signature (the one from WinRAR 6.22). also the one here is not including digital sign certificate.

7-zip files have no digital signature.
And winrar uses winrar's signature for that 7zxa.dll.
