It's cpio file.
Each file in cpio contains the field "the number of Links".
And that file contains 0 in that field. That is unusal for cpio, as I suppose. And 7-Zip parser doesn't like that 0 value, so 7-Zip thinks that it is not cpio.
If you add .cpio extension, 7-Zip will open it without that parser check.
I'll change that code in next version of 7-Zip to open that file.
