can't allocate required memory

inside this sfx package: http://www.gtmen.net/rsdg/Megane_Trophy_Setup_2.02_by_RSDG.exe
is an rFactor mod that cannot be compressed without reducing compression dictionary size to 60mb, please note that the system did NOT actually run out of memory during the compression process (as you will see if you test it) the version of the compressor is 7za.exe 4.58 beta, however the same problem occurs version 4.27, the error occurs when the packer encounters the file : MeganeV2.sfx which can be found inside that archive

this is the command that was used to compress:
D:\Programs\System\compress\timer.exe D:\Programs\System\compress\7za.exe a -t7z -m0=lzma -mx=9 -mfb=255 -md=120m -ms=on -mmt=on -bd %1 %2

have tested with mmt=off and had no effect
