#2627 Context Menu visible when no options

Hello,

If you disable options for the context menu, such as in the screenshot, the context menu will still appear for irrelevant files.

For example when right clicking on a folder, the context menu item for 7-zip appears, however hovering over it does nothing as none of the options I have selected are valid. It should instead not appear. As 7-zip has many options for archiving selected items it effectively means every single file will have 7-zip appear even if the user is only using 7-zip to de-archive items.
