The described behaviour is very unpleasant, as it's unexpected.
(A question to the user should always be brought to foreground).
So after droping the file(s) I think everything is done and forget it.
Until - some very time later - that dialog suddenly arises.
Even if I think about it ("There must be a confirm dialog somewhere..."),
I have to find and activate 7zip GUI to bring it to the foreground.
The right behaviour of 7zip would be to bring the confirm dialog to foreground.
